【新唐人2011年6月2日讯】六四学生运动22周年纪念日将近，"天安门母亲"5月31号发
表公开信，披露中共公安部门今年多次私下接触某位死难者家属，表示想用钱解决问
题。
天安门母亲"31号在网站上，公开发表"不容亵渎"六四"亡灵，不容损害"六四"难属的人
格尊严"的公开信。有127名难属签名。
公开信写道：「到目前为止，我们用了整整二十二年时间，记录下了203位"六四"死难
者，还有很多很多没有找到，或者尚不知道他们家属的信息。在我们已知的203位死难
者中，有一些是在抗议军队实施暴行时被活活打死的；有一些是在抢救伤患和搬运死者
尸体时被击中倒地的；有一些是在居民区的胡同或街巷里被戒严部队追杀的；有一些是
在居民楼的家中被戒严部队的乱枪杀死的；有一些是在现场拍摄照片时被射杀的……。经
我们反复查证、核实，在目前已找到的死难者之中，无一人有任何暴力行为，他们均属
于那场运动的和平示威者和和平居民。」
信中表示，今年2月及4月，北京市某区公安部门出面，找到居住在当地的"天安门母亲
"群体中的某户难属，�行所谓的私下沟通，不谈"公布真相"、不谈"司法追究"，不谈
就每一位死者做出"个案交代"，只单单提出给多少钱的问题，而且强调这只对个人不对
群体。
"天安门母亲"负责人丁子霖对海外媒体说，当局已连续几次找到那名难属，表现出一种
异常急迫的心情，而"天安门母亲"们的态度很明确，第一，不能认同来人的身份，他的
身份并非政府的哪一个相关部门，而是由这二十来年一直监控她们的公安部门，这不能
表示政府的诚意。第二，解决"六四"这么重大的问题，不能够用私下沟通解决，不能用
暗箱作业，要谈就要光明正大。第三，不能认同"只对个别人，个体，不对群体"。
虽然中国当局今年在六四问题上有"个别接触"这种不同寻常的举动。但"六四"22周年临
近，"天安门母亲"之一的徐珏表示，今年她们受到的压力比往年还要厉害，白天黑夜都
被看着，人身自由受到限制，仍然无法在不受干扰的情况下公开悼念亲人。
"天安门母亲"的公开信末尾指出，受"茉莉花革命"影响，中共当局非常紧张，因此收紧
了对于民间社会的控制、镇压，以致中国的人权状况严重倒退。"中国出现了"六四"以
来最强硬的时期，全国上下变得鸦雀无声。正是在这种严峻的背景下，偏偏出现了公安
部门与个别"六四"难属的私下沟通、对话，这岂不是一桩咄咄怪事！
丁子霖向香港《明报》指出：这是中共的试探作法，还是为了"维稳"。因为『茉莉
花'勾起了他们的恐慌，而"六四"是他们欠下的一笔血债，"天安门母亲"们一直在发
声，让他们睡不好觉。
丁子霖要求当局以法律途径解决问题。她说，欢迎当局与她们接触，「但过程必须更公
开，身份要明确，不要暗箱操作，不要各个击破，以为靠钱能买到一切」。

Black-Box Offers For Tiananmen Mothers
June 4 is the 22nd anniversary of the TiananmenMassacre. On May 31, in an
open letter,Tiananmen Mothers website exposed that the CCP(Chinese
Communist Party) contacted the familiesof certain victims, trying to settle
issues with money.
The open letter was posted on Tiananmen Mothers,and was stating, "Tiananmen
Massacre victimsshould not be desecrated or defiled."127 family members of
the dead signed the letter.
The open letter reads: "For 22 years we recorded203 victims who perished on
Tiananmen.Many are unidentified or there is no information of."
Among the 203 known victims, some were beatento death during protesting
against CCP's atrocities;others were shot when rescuing the wounded;some
were hunted down in home areas by troops;others were shot by troops when
hiding in buildings;some were shot while taking photos on the scene.After
verification, none were found to be violent.They were all peaceful
protestors and citizens.
The letter states that in February and April 2011,a police department in a
Beijing district contacteda Tiananmen mother privately and told hernot
to "disclose the truth" in exchange for money.They stressed, this is for
individuals, not the group.
Ding Zilin, leader of Tiananmen Mothers,told overseas media that
authorities repeatedlysought out this person, exhibiting unusual
urgency.Tiananmen Mothers made it very clearthat first, they don't accept
the visitor's identity.He didn't represent authorities, but was a
policeman.Second, a major issue like Tiananmen Massacrecannot be resolved
in a private black-box operation.Third, they cannot agree with the
compensation,as it was "only for individuals, not the group."
Despite such unusual visits, one Tiananmen Mother,Xu Jue, said they face
more severe pressurein 2011. They are under police surveillanceday and
night. Their personal freedom is restricted.They still cannot publicly
mourn their loved ones.
The open letter pointed out at the end,that due to the Jasmine Revolutions'
influence,nervous authorities are tightening control of society,resulting
in serious human rights violations in China."China faces its toughest times
since Tiananmen.The entire country has become silent.On this grim
background is where private dialoguesoccur between police and victims'
families."
Ding Zilin told the Hong Kong' media Ming Pao:"This is the usual CCP
practice of probing.It is still all for CCP's 'maintenance of
stability'.Tiananmen Massacre is their blood debt;Tiananmen Mothers' voice
makes them sleepless."
Ding demands legal channels to solve the issue.She said they welcomed the
authorities' contact."The process must be more open with clear identity.No
black-box operations. No splitting up the group.Don't think that money can
buy everything."

一群农民工子女挤在一间特殊的简易教室里上课。这间教室是用集装箱改造的。这群孩
子就是在这集装箱里，度过了这个属于他们的节日。
都市里的农民工小孩，放学的时候他们的父母还在工作，往往总是一个人在家等待父
母。在善心人士的组织下，"可移动打工子弟活动中心"成立了起来，这个「非政府组织
」名为"打工子弟爱心会"（CMC）。"爱心会"希望农民工的孩子们在放学之后，能有一
个学习和活动的场所。
《路透社》记者实际走访了这个组织，澳大利亚籍华人经理Yin Chia向记者表示："一
旦城市规划需要拆迁的话，只要跟随拆迁户把集装箱运走就可以了。"
报导说，这些孩子都是中国"流动人口"农民工的子女。他们没有北京户口，也就无权享
受免费的公立学校教育。而民办的「农民工子弟学校」经常因为城镇各种开发计划，很
容易面临突然拆迁的命运。另外，Chia说："在农民工学校，每个班的人数往往太
多，资源有限，学生得不到应有的关注。"
这就是为何"打工子弟爱心会"决定采用非常规的方式，用集装箱建造孩子们的活动中

限招200名学生，但篮球场和运动设施向所有人开放。
9岁的学生李建静（音）说：学校老师给学生留的晚间作业好难。在这儿，有不会的问
题可以问这里的老师。
农民工建设了现代化的北京，但他们的居住区仍在城市开发中风雨飘摇。北京东北五环
外的崔各庄曾经聚集了不下三万人，其中绝大多数是农民工及其家属。由于当地政府�
行城镇化改造，附近五个村的七所农民工子弟学校被迫关闭。
去年在整个北京，大约有30所农民工子弟学校受到各种开发计划的威胁，影响了一万名
学生。
中共当局估计，2010年全国有2亿6千多万农民工。可是这些农民工的孩子跟随父母漂流
在城市里，却面临就学难的问题。
"民生观察网"创始人刘飞跃长期关注民工问题。他向《德国之声》介绍说，这些农民工
子弟小学得不到政府的支持，师资水准也难以保障，孩子们即便成绩优异，也无法升入
公立高中就读。一些孩子因此而失去读书的动力。
《路透社》的报导也提到，以黑桥的民办学校为例，有很多孩子在十四、五岁的时候就
辍学了，跟随父母做那种长时间劳作但薪水很低的工作。
中国的"户口"制度，把一国公民划分为城镇居民和农村居民，而且是一种世袭式的制
度。城镇居民优先享受户口所在地的教育、医疗和住房方面的补贴，而农民工这些所谓
的"局外人"，则受到多种限制，常常需要付出比城镇户口持有人高出很多的代价，才能
享受到应有的公民福利。
"打工子弟爱心会"希望通过民间的力量帮助这些农民工孩子。他们已经在中国开设了六
个集装箱改造的"可移动活动中心"。

education.The migrant schools for these children often runinto demolition
and moving problemsdue to city construction. Also, Chia said,"In the
migrant schools the classes are too bigand students can access limited
resources."
Thus CMC resorted to this unusual way to buildan activity center within a
shipping container.
The "Container Classroom" is free to the children.It is quite popular among
the migrant children.Its extracurricular activities have a quota of 200,but
its sports facilities are open to the general public.
Student Li Jianjing, 9, said: "The evening homeworkis quite difficult, but
I can ask the teacher here."
Migrant workers help build a modern Beijing,but their residences are the
most vulnerable.Outside the 5th ring road of Beijing used to gather30,000+
migrant workers. Due to city development7 migrant schools were forced to
close there.
In 2010, Beijing had 30 migrant schools closed downdue to development
plans, affecting 10,000 students.
Authorities estimated that in 2010 China had260M migrant workers. These
workers' childrenare faced with the problem of going to school.
Founder of the 『Livelihood Observation Network,'Liu Feiyue has long
followed the migrants' issues.He told Deutsche Welle that these schoolsare
not supported by the government,and the teaching quality can not be
guaranteed.Even if a student has excellent grades,he would still be unable
to enter a public school.
A Reuters report said that many migrant childrenquit school at an age of
14-15, and then followtheir parents to do low-income labor work.
China's residency policy automatically separatescitizens into urban and
rural residents.This residency policy is inheritable. Urban residentscan
enjoy benefits of education, healthcare, housing,but rural residents are
not entitled to those.Migrant workers often have to spend much morein order
to obtain the urban residents' benefits.
CMC wishes to help migrants' children in Chinaby grassroots power. They
have establishedsix such centers from shipping containers so far.

【新唐人2011年6月2日讯】连日来的内蒙古抗议，民众与当局的对峙仍然在持续。中共
调集军队武警，采取封校封网封锁消息等严厉措施后，首次表态，宣称对"合理的要求
"给予回应，并指摘这一事件背后有"境外人士"在煽动。内蒙古当局宣称，展开为期一
个月的煤矿检查，试图平息牧民被煤矿人员开车撞死引起的愤怒。有媒体认为，中共使
用软硬兼施的手段想平息这场抗议，但是否真的有效呢？请看报导。
内蒙古呼和浩特5月30号发生千人示威抗议后，当地气氛仍紧张。香港《苹果日报》6月
1号报导说，传当地将持续封校半个月，愤怒的学生将学校的墙推倒表示抗议。
香港《东方日报》则报导说，社交网站twitter31号流传一份题为《关于封校原因的说
明（提纲）》的文件，指「5.30集会」是由境外敌对势力和境内少数极端分子组织、计
划、煽动的一个政治阴谋，并声称封校的目地是要孤立坏人，打击敌对分子，要求学生
们要与党中央和自治区党委保持一致。
另据《博讯网》消息，当地民众反映，31号，街上的士兵看起来少了一些，但其实都躲
在军用大卡车内，而这些军车则躲在了附近的政府单位里。
有关内蒙古的真实信息在中国互联网上受到严密封锁，但中共官方却首度对内蒙古的抗
议事件�行了回应。
据《路透社》5月31号从北京发出的报导说，中共外交部发言人姜瑜在例行记者会上
说，一些人在海外试图利用"那一事件制造麻烦，抱有不可告人的目地"。
《美国之音》的报导认为，中国官员指责外国人和当地制造事端的人煽动抗议活动，已
经是惯例。
6月1号，当地最高级别蒙古族官员，内蒙古自治区主席巴特尔在中共党刊《求是》上发
表文章承认，如何解决好民生问题是重大的政治问题，并承认，内蒙古存在经济发展不
平衡问题。
内蒙古自治区是中国最大的煤产区，和稀土储藏最丰富的地区。过去蒙古族人占多
数，现在蒙古族只占内蒙古全部人口的20�。
多年来，很多内蒙的作家和知识份子曾经呼吁当局重视内蒙生态环境问题，但是从来没
有引起上面重视，一些异议作家还被当局逮捕并被判以重刑。最大的例子就是内蒙古作
家哈达被判刑事件。
在内蒙古拍摄许多环境照片的中国独立摄影师卢广，曾以《中国的污染》专题获得国际
大奖。他表示，内蒙古的环境已经被破坏到让人"惨不忍睹"的程度。
卢广："比如说有些地区整个煤带，一个是50公里。整个煤带的50公里当中全部全面的
开发，无序的开采导致了整个环境严重的破坏。很多内蒙有煤矿的地方，几乎环境破坏
的是根本没办法看的一个场景。"
目前流亡德国的「保卫内蒙古人权同盟」组织主席席海明表示，蒙古人已经被逼到了走
头无路的境地。
席海明："达赖喇嘛说共产党对少数民族�行的（是）文化上的种族灭绝。我们蒙古是
�牧民族、草原民族。你把我草原破坏了，把草原剥夺了，我放牛、放羊放不成了，你
整个是在挖我的根儿呢，刨我的祖坟呢。"
中共当局目前似乎表示了要平息这场抗议的决心。尽管内蒙古在民族问题方面一向比较
平静，不像西藏、新疆那样矛盾尖锐，但蒙古人压抑已久的怒火，中共有办法平息吗？
日本《每日新闻》31号发表驻北京记者成泽健一的报导认为，中共当局一方面竭力阻止
内蒙古连续出现的抗议行动的扩散，同时也作出姿态，表示要改善当地居民的生活，力
图以软硬兼施的手段平息局面。
中共的这种招数是否奏效呢？是否能让蒙古人不生气呢？
曾在内蒙古插队十年的中国青年报《冰点》周刊前主编李大同在接受BBC中文网的采访
时说，最多只能达到表面上的平息。只要有风吹草动，还是随时会爆发出来，并且爆发
的规模可能更大。
席海明："我觉得这个事情并不是你压死了一个人，该赔多少钱？ 该赔一千万，一万
万，这对我们来说不感兴趣。我们感兴趣的是我们蒙古草原、我们蒙古人的命运。"
席海明强调， 如果这个问题解决好了，蒙古人就不生气了。

Quiet Mongols' Explosive Anger
Protests in Inner Mongolia continue.Facing the explosive anger of the quiet
Mongols,the Chinese Communist Party (CCP) agreesfor the first time to
address some demands,but says protests are incited by overseas elements.How
effective is the CCP's response?
On May 30, a protest in Hohhot of Inner Mongoliainvolved a thousand people.
Hong Kong-basedApple Daily reported that schools are closed andangry
students tore down school walls in protest.
Oriental Daily reported on the schools' closingin an official document
circulated on Twitter.The document accuses people from overseasand
"extremists" for the May 30 protest.The document says schools are closedto
isolate the bad people and oppositionists,and it asks students to take the
side of the CCP.
Boxun News reported that on May 31,fewer soldiers were seen on the
street,and most soldiers stayed in military trucksthat are hidden inside
government compounds.
Information on the protest is censored in China.Authorities have responded
to the protest.
Reuters reported from Beijing that Jiang Yu,CCP's Foreign Affairs
spokesperson,accused at a press meeting "outsiders of tryingto play up this
incident due to ulterior motives."
Voice of America radio said it is commonfor the CCP to blame foreign
elements for protests.
Bateer, a Mongolian governor in Inner Mongolia,said in an article on June
1, that improvingpeople's lives is a political question.He admits problems
of economic imbalance.
Inner Mongolia has the largest coal production,and richest store of rare
earth metals in China.The Mongolian population used to be more,but now only
makes up 20% of the population.
In recent years Mongolian scholars have beencalling for Inner Mongolia's
ecological protection.Some dissident writers have been arrestedand
sentenced, such as Mongolian writer Hada.
Independent photographer Lu Guang's photosof the environment of Inner
Mongoliareceived international awards.He said that the environment in Inner
Mongoliahas been destroyed miserably.
Lu Guang: "Some coal mines have 50km strips,all opened for coal mining.
Disorderly miningdestroyed the land. Many coal mining areasare so damaged,
one can't bear the sight."
Xi Haiming, in exile in Germany and presidentof Inner Mongolia Human Rights
Alliance,said Mongols are forced into a dead end road.
Xi: "Dalai Lama said CCP's policy on minoritiesis cultural
elimination.Mongols are nomads on the grassland.You destroyed our
grasslandand I cannot raise cattle and sheep. You dug outour roots and
destroyed our ancestors' tombs."
CCP wants to placate Mongols' protestsas they have been quieter than Tibet
and Xinjiang,but Mongols cannot suppress their anger now.
Japan's Daily News reported that Chinese regimetries to control the protest
with gesturing to betterpeople's lives, using both soft and hard methods.
Can the communist party pacify Mongols' anger?
Li Datong, editor of China Youth, who livedin Inner Mongolia for 10 years,
said to BBCthat superficial peace is all you can expect.Once wind stirs up
again, anger will come out,even more explosive than before.
Xi Haiming: "This isn't about one person killedand how much money is needed
to compensate.This is not our focus. We are concerned aboutour Mongolian
grassland, Mongols' fate."
Xi said if this concern is addressed,Mongols' anger will dissipate.

【新唐人2011年6月2日讯】连日来的内蒙古抗议，民众与当局的对峙仍然在持续。中共
调集军队武警，采取封校封网封锁消息等严厉措施后，首次表态，宣称对"合理的要求
"给予回应，并指摘这一事件背后有"境外人士"在煽动。内蒙古当局宣称，展开为期一
个月的煤矿检查，试图平息牧民被煤矿人员开车撞死引起的愤怒。有媒体认为，中共使
用软硬兼施的手段想平息这场抗议，但是否真的有效呢？请看报导。
内蒙古呼和浩特5月30号发生千人示威抗议后，当地气氛仍紧张。香港《苹果日报》6月
1号报导说，传当地将持续封校半个月，愤怒的学生将学校的墙推倒表示抗议。
香港《东方日报》则报导说，社交网站twitter31号流传一份题为《关于封校原因的说
明（提纲）》的文件，指「5.30集会」是由境外敌对势力和境内少数极端分子组织、计
划、煽动的一个政治阴谋，并声称封校的目地是要孤立坏人，打击敌对分子，要求学生
们要与党中央和自治区党委保持一致。
另据《博讯网》消息，当地民众反映，31号，街上的士兵看起来少了一些，但其实都躲
在军用大卡车内，而这些军车则躲在了附近的政府单位里。
有关内蒙古的真实信息在中国互联网上受到严密封锁，但中共官方却首度对内蒙古的抗
议事件�行了回应。
据《路透社》5月31号从北京发出的报导说，中共外交部发言人姜瑜在例行记者会上
说，一些人在海外试图利用"那一事件制造麻烦，抱有不可告人的目地"。
《美国之音》的报导认为，中国官员指责外国人和当地制造事端的人煽动抗议活动，已
经是惯例。
6月1号，当地最高级别蒙古族官员，内蒙古自治区主席巴特尔在中共党刊《求是》上发
表文章承认，如何解决好民生问题是重大的政治问题，并承认，内蒙古存在经济发展不
平衡问题。
内蒙古自治区是中国最大的煤产区，和稀土储藏最丰富的地区。过去蒙古族人占多
数，现在蒙古族只占内蒙古全部人口的20�。
多年来，很多内蒙的作家和知识份子曾经呼吁当局重视内蒙生态环境问题，但是从来没
有引起上面重视，一些异议作家还被当局逮捕并被判以重刑。最大的例子就是内蒙古作
家哈达被判刑事件。
在内蒙古拍摄许多环境照片的中国独立摄影师卢广，曾以《中国的污染》专题获得国际
大奖。他表示，内蒙古的环境已经被破坏到让人"惨不忍睹"的程度。
卢广："比如说有些地区整个煤带，一个是50公里。整个煤带的50公里当中全部全面的
开发，无序的开采导致了整个环境严重的破坏。很多内蒙有煤矿的地方，几乎环境破坏
的是根本没办法看的一个场景。"
目前流亡德国的「保卫内蒙古人权同盟」组织主席席海明表示，蒙古人已经被逼到了走
头无路的境地。
席海明："达赖喇嘛说共产党对少数民族�行的（是）文化上的种族灭绝。我们蒙古是
�牧民族、草原民族。你把我草原破坏了，把草原剥夺了，我放牛、放羊放不成了，你
整个是在挖我的根儿呢，刨我的祖坟呢。"
中共当局目前似乎表示了要平息这场抗议的决心。尽管内蒙古在民族问题方面一向比较
平静，不像西藏、新疆那样矛盾尖锐，但蒙古人压抑已久的怒火，中共有办法平息吗？
日本《每日新闻》31号发表驻北京记者成泽健一的报导认为，中共当局一方面竭力阻止
内蒙古连续出现的抗议行动的扩散，同时也作出姿态，表示要改善当地居民的生活，力
图以软硬兼施的手段平息局面。
中共的这种招数是否奏效呢？是否能让蒙古人不生气呢？
曾在内蒙古插队十年的中国青年报《冰点》周刊前主编李大同在接受BBC中文网的采访
时说，最多只能达到表面上的平息。只要有风吹草动，还是随时会爆发出来，并且爆发
的规模可能更大。
席海明："我觉得这个事情并不是你压死了一个人，该赔多少钱？ 该赔一千万，一万
万，这对我们来说不感兴趣。我们感兴趣的是我们蒙古草原、我们蒙古人的命运。"
席海明强调， 如果这个问题解决好了，蒙古人就不生气了。

Oriental Daily reported on the schools' closingin an official document
circulated on Twitter.The document accuses people from overseasand
"extremists" for the May 30 protest.The document says schools are closedto
isolate the bad people and oppositionists,and it asks students to take the
side of the CCP.
Boxun News reported that on May 31,fewer soldiers were seen on the
street,and most soldiers stayed in military trucksthat are hidden inside
government compounds.
Information on the protest is censored in China.Authorities have responded
to the protest.
Reuters reported from Beijing that Jiang Yu,CCP's Foreign Affairs
spokesperson,accused at a press meeting "outsiders of tryingto play up this
incident due to ulterior motives."
Voice of America radio said it is commonfor the CCP to blame foreign
elements for protests.
Bateer, a Mongolian governor in Inner Mongolia,said in an article on June
1, that improvingpeople's lives is a political question.He admits problems
of economic imbalance.
Inner Mongolia has the largest coal production,and richest store of rare
earth metals in China.The Mongolian population used to be more,but now only
makes up 20% of the population.
In recent years Mongolian scholars have beencalling for Inner Mongolia's
ecological protection.Some dissident writers have been arrestedand
sentenced, such as Mongolian writer Hada.
Independent photographer Lu Guang's photosof the environment of Inner
Mongoliareceived international awards.He said that the environment in Inner
Mongoliahas been destroyed miserably.
Lu Guang: "Some coal mines have 50km strips,all opened for coal mining.
Disorderly miningdestroyed the land. Many coal mining areasare so damaged,
one can't bear the sight."
Xi Haiming, in exile in Germany and presidentof Inner Mongolia Human Rights
Alliance,said Mongols are forced into a dead end road.
Xi: "Dalai Lama said CCP's policy on minoritiesis cultural
elimination.Mongols are nomads on the grassland.You destroyed our
grasslandand I cannot raise cattle and sheep. You dug outour roots and
destroyed our ancestors' tombs."
CCP wants to placate Mongols' protestsas they have been quieter than Tibet
and Xinjiang,but Mongols cannot suppress their anger now.
Japan's Daily News reported that Chinese regimetries to control the protest
with gesturing to betterpeople's lives, using both soft and hard methods.
Can the communist party pacify Mongols' anger?
Li Datong, editor of China Youth, who livedin Inner Mongolia for 10 years,
said to BBCthat superficial peace is all you can expect.Once wind stirs up
again, anger will come out,even more explosive than before.
Xi Haiming: "This isn't about one person killedand how much money is needed
to compensate.This is not our focus. We are concerned aboutour Mongolian
grassland, Mongols' fate."

在网络上购物、交友已经成了他们生活的一部分。不过，最近中共国防部发出指示，要
求对军队和武警官兵上网交友情况展开「专项排查」。评论指出，又到六四，中共为了
维护政权拚命控制军队。
5月31号，中共国防部网站发布一则消息，强调军人网上交友，不仅影响部队正常训练
工作秩序，而且容易�露军事秘密，要求全军和武警部队加强教育管理。
浙江异议人士吴义龙认为，泄漏秘密是中共作为控制舆论的一个藉口。
吴义龙：「军人他首先也是公民，主要他比较特殊的，除了涉及到机密的时候才可以控
制他的，一般军人他是没有机密可言的。」
据了解，军人《内务条令》等法规，对军人网上交友、婚恋、求职，和对军人开设网
站、博客、聊天群，以及对军人参加各类老乡会、校友会、战友会等民间团体，都有明
确规范。
国防部网站的指示要求，各单位近期要对照相关法规，集中对官兵网上交友情况�行一
次专项排查清理，通过官兵自查、群众互查、网上排查等多种形式，摸清底数。
大陆退役军官曲事涛表示，军事机密要泄漏出去当然对国防会造成很大的伤害，但是要
如何做，一定要考虑到军人的合法权益。
曲事涛：「从军人的基本权利来讲，写信自由、交友自由也是应该考虑，和社会交友啊
和了解社会，他正常不应该是在监控当中，应该理解、了解各种信息。」
英国BBC中文网在相关报导中说，禁止上网社交的后果之一是，许多军人复员后发现自
己与现实社会严重脱节，缺乏了解，因而难以融入社会。
旅美时事评论家伍凡，在大陆生活了44年，对中共专制统治的弊病有很深的体会。
伍凡：「现在又是茉莉花时期，又是六四到了，他拚命要控制军队，这个行为啊，证明
他控制军队控制不住，这对中共是最大威胁，一旦军队控制不住了，那么他没任何保护
他了，中共就很容易就垮台了。」
伍凡表示，中共很多国防机密不是用买的就是用偷的，自己研发的很少，而现在这些机
密透过手机、网路一下就传出去了，因此很难控制。
伍凡：「控制不住的根本原因，是（军人）对中国现状他们不满意，他们想了解，他们
要知道，但一旦知道以后，慢慢也就改变他们的想法了，说不定之后就叛变共产党
了，叛变那个军队，但是我想啊，你控制的是二百多万三百万军队，个个能控制吗？控
制不了的。」
虽然，新的条令要求各级官兵必须「深刻认识」，军人违规网上交友的「现实危害和潜
在威胁」，但目前并不清楚军方将如何执行这一道禁令。

Wu Yilong: "First of all, a solder is a citizen.He is special, but only
when it comes to secretscan you control him. As an ordinary army man,there
are no secrets to speak of."
The military "House Rules" and other regulationshave clear codes for
soldiers on online dating, marriage,job-searching, and setting up personal
website, blog,chat groups. There're also rules for soldiers to
participatein various associations, alumni, and other civic groups.
Defense website instructions require thatall units follow laws and
regulations, investigate officersand soldiers on their online dating,
conductself-examination, peer reviews, and other forms,find out the real
situations.
Qu shitao, a retired army officer, said military secretleakage will surely
cause great harm to national defense,but we must consider soldiers'
legitimate interests.
Qu Shitao: "From the perspective of soldiers' basicrights, writing letters
and making friends should beallowed. Interacting with and learning from the
societyis a normal activity that should not be monitored."
BBC Chinese said, one consequence of prohibitingsoldiers' online
social-networking is that many retiredsoldiers find themselves seriously
out of touch withthe real world, difficult to integrate them into society.
Wu Fan, a US-based commentator, lived in China for44 years and understood
well the CCP's flaws.
Wu Fan: "Now is the 『Jasmine' season, and June 4 isaround the corner, so
they tried to control the military,but they are unable to control it. This
is the biggestthreat to the CCP. Once the army is lost control,the CCP is
very easy to fall out. "
Wu Fan said that many CCP's secrets are obtainedeither by money or by
espionage. Very few are basedon its own R&D. Now these secrets can be
quicklytransmitted over phone or internet, difficult to control.
Wu Fan: "The reason for being unable to control isthat soldiers are not
satisfied with China's status quo,so they want to know more, but once they
know,they will slowly change their minds and may go againstthe CCP and the
military. The CCP is trying to control2 to 3 million soldiers, how could
you controleach and every one of them? It is difficult to do so."
Although the new regulations require all army mento have "a profound
understanding of" the harm andpotential threats of online
social-networking,it is unclear how the military will implement the ban.

Qu shitao, a retired army officer, said military secretleakage will surely
cause great harm to national defense,but we must consider soldiers'
legitimate interests.
Qu Shitao: "From the perspective of soldiers' basicrights, writing letters
and making friends should beallowed. Interacting with and learning from the
societyis a normal activity that should not be monitored."
BBC Chinese said, one consequence of prohibitingsoldiers' online
social-networking is that many retiredsoldiers find themselves seriously
out of touch withthe real world, difficult to integrate them into society.
Wu Fan, a US-based commentator, lived in China for44 years and understood
well the CCP's flaws.
Wu Fan: "Now is the 『Jasmine' season, and June 4 isaround the corner, so
they tried to control the military,but they are unable to control it. This
is the biggestthreat to the CCP. Once the army is lost control,the CCP is
very easy to fall out. "
Wu Fan said that many CCP's secrets are obtainedeither by money or by
espionage. Very few are basedon its own R&D. Now these secrets can be
quicklytransmitted over phone or internet, difficult to control.
Wu Fan: "The reason for being unable to control isthat soldiers are not
satisfied with China's status quo,so they want to know more, but once they

June 4 is the 22nd anniversary of the TiananmenMassacre. On May 31, in an
open letter,Tiananmen Mothers website exposed that the CCP(Chinese

The open letter was posted on Tiananmen Mothers,and was stating, "Tiananmen

are rampant and want Chinato return the time of Cultural Revolution.They
launched campaigns across China to"Indict Mao Yushi and Xin Ziling," both
anti-Maoists.Maoists attempt to restart so-called 'class struggle.'
Tie published proposals to criticize and expose Mao,demanding the crushing
of Maoists.
Tie: "This initiative will soon set off a storm.Mao's victims will demand
the Supreme Courtto put Mao on trial. Whether a case can be filedor not,
this will be a heavy blow to the Maoists."
Tie said, Mao used various means to kill Chinese.In '57, he schemed to
label 500,000 Chinese elitesas "anti-Party, anti-socialists, and
rightists."Their lives were ruined for generations.Mao vigorously pursued
the Great Leap Forward,which caused 37 million deaths from starvation.He
then launched the Cultural Revolution.
Tie: "Mao is China's largest poisonous element.As long as the victims of
our generation live,we are witnesses to history and to Mao's crimes.We hope

Chen Kai, anti-CCP (Chinese Communist Party)anti-authoritarian activist,
and ex-national basketballplayer, said Mao represents the power politics.
Chen: "Mao is the same kind of Satan as Stalin.He may have killed more than
Hitler and Stalinput together. He never repented his crimes.For example,
after the Great Leap Forward,some reported to Mao that many peoplewere
starving to death. Mao then said,"It's okey, they can be used as
fertilizer.'"
Chen stressed that he didn't think Maohad a conscience, because he never
repented.
Chen: "There are some cab drivers in China,with Mao's portraits hanging in
their cars as charms.Why do Chinese use a Satan to protect
